Future entries in Annex II, III, V, and VI of the European Cosmetic Regulation
The adjustments made to Annexes II, III, V, and VI of Regulation (EC) No 1223/2009 are reflective of the conclusions issued by the SCCS.
- Annex III undergoes modifications to accommodate retinol, retinyl acetate, retinyl palmitate, arbutin, alpha arbutin, kojic acid, genistein, and daidzein, in accordance with SCCS recommendations.
- A ban on 4-MBC is now in effect, with its inclusion in Annex II and the removal of its listing in Annex VI.
- Adjustments are also made in Annex V, notably for entries related to triclosan and triclocarban, to mirror the conclusions of the SCCS.
Official publication is expected in the first quarter of 2024.

Upcoming REACH Regulation Changes: Use of D4, D5, and D6 in Cosmetic Products
The restriction project on silicones was positively voted on January 12, 2024, and will be officially published in the coming months.
Due to their environmental impact, the use of D4 remains prohibited, while D5 and D6 can be used in cosmetic products, but at concentrations below 0.1%.
Compliance deadlines will be 3 years for leave-on cosmetic products containing D5 and D6, and 2 years for rinse-off cosmetic products containing D6.

Healthier Food Choices
After the holiday season, many of us are on the lookout for healthy and balanced meals to shed those accumulated pounds. However, be aware that our eating habits may be disrupted. Starting from January 1, 2024, there has been a change in the Nutri-score rating system. Products we are accustomed to consuming will undergo a tightening of scores, especially beverages. This new algorithm standardizes the classification of drinks and now includes dairy and plant-based beverages, considering their fat and sugar content. Moreover, the algorithm will better differentiate nutritional composition to limit the substitution of sugars with sweeteners. Many Nutri-scores will be reassessed, mostly downward. For instance, products with a high concentration of unhealthy fats, such as saturated fatty acids, or those containing sweeteners, will see their Nutri-scores decrease.
