Update on the European Regulation (EU) No. 2023/1115 on tackling imported deforestation
Regulation (EU) No. 2023/1115 aims to reduce the European Union’s contribution to global deforestation by prohibiting the placing on the market or export of products linked to deforestation and forest degradation. Adopted in June 2023, it will be gradually implemented by June 2026, following an official postponement published in December 2024.
Key Points of the Regulation:
• Products Covered: Livestock, cocoa, coffee, palm oil, soy, timber, and rubber. These products must be certified as “zero deforestation.”
• Obligations for Stakeholders:
* Operators (manufacturers, importers) must implement a due diligence procedure, including data collection, risk assessment, and risk mitigation.
* Traders must ensure traceability throughout the supply chain.
• Declaration System: Declarations must be registered in the European Union Deforestation Regulation (EUDR) information system.
Postponement of Implementation Officially Published: Regulation (EU) No. 2024/3234, published in the Official Journal on December 23, 2024, formalized the postponement of the regulation’s implementation. The new deadlines are December 30, 2025, for operators and traders, and June 30, 2026, for micro and small enterprises.
Publication of the EUDR Information System User Guide: In December 2024, the European Commission released a detailed guide for users of the EUDR information system.
